
1. Why is ADM Aéroports de Montréal holding a public consultation?
ADM Aéroports de Montréal, the airport authority for the Greater Montréal area, is responsible for the management, operation and development of YUL Montréal-Trudeau International Airport and YMX International Aerocity of Mirabel under a lease signed with Transport Canada in 1992 that expires in 2072. As a not-for-profit, community-based corporation, ADM values public engagement. The views of citizens and airport users will help create a long-term strategy that will serve as a framework for future planning and development activities, while maintaining the flexibility needed to respond to changing conditions in our industry.
2. What are the stages of the public consultation process?
ADM will roll out this public consultation process in four phases over the next few years. Here are the main stages:

Public consultation specifically focused on the future of YUL via an online platform available now;

Publication of a reflection document on the major development challenges facing YUL Montréal-Trudeau International Airport and YMX International Aerocity of Mirabel, and stakeholder consultations for each site;

Development of two preliminary Master Plans and validating them with stakeholders;
-
Submission of final Master Plans and approval by the relevant authorities.
3. What is a Master Plan and what are its objectives?
A Master Plan sets out the airport's long-term vision and major development directions. A number of development and modernization projects are derived from these major directions. Its objectives include:

Provide a framework for long-term planning (20 years);

Graphically present the preferred airport development concepts;

Define the purpose and need for development projects;

Meet all regulatory requirements;

Enable the airport to fulfill its mission;

Ensure that development is compatible with the Land Use Plan (LUP);

Identify facility requirements for all airport users.
4. What needs to be defined in this 2023-2043 Master Plan?
For the 2023-2043 Master Plan update, the main elements to be defined are as follows:

How to accommodate growth in passenger and cargo volumes;

How the needs of stakeholders and the communities served by YUL Montréal-Trudeau International Airport and YMX International Aerocity of Mirabel will be met in the future;

How tomorrow's airports will need to modify their facilities to meet decarbonization and resilience to climate change targets;

How to achieve ADM's key strategic objectives for the development of its sites.
5. What are the defining characteristics of a successful Master Plan?

Environmental compatibility: The plan must minimize potential environmental impacts.

Financially feasible: Implementation of the plan’s investment projects must be consistent with identified needs and the ability to obtain available funding.

Balanced: The plan must maintain a balance between the airport’s development needs and the impact on the community.

Technically sound: The plan must meet regulatory requirements and be capable of being implemented efficiently and cost effectively.

Responsive: The plan must be responsive to the physical and operational needs of stakeholders.

Adaptable: The plan must take account of changing industry dynamics.
6. Why is it so important to plan the airport's long-term development?
The Master Plan is a key planning tool that guides the improvement, modernization and long-term development of the facilities under ADM’s responsibility. It defines the general framework within which each of the airport’s functions can be carried out in the most efficient and safe manner.
7. What is VOX and why did you choose this branding?
ADM is drawing on best practices in public consultation to develop its 2023-2043 Master Plan. A tailored engagement approach, VOX, has been created to ensure that citizens and airport users can easily participate in this planning. For the sake of clarity, all public engagement initiatives related to the development of the Master Plan will be grouped under VOX.
8. How will my opinion be taken into account?
Your input is vital for updating the Master Plan. As part of the first stage of the process, a general public consultation has been launched, focusing specifically on the future of YUL.
